This Privacy Policy and Terms of Use (hereinafter referred to as the “Policy”) governs the use of the Telegram bots Filexa, Skylexa, Vault by Wallexa, and Vilexa (collectively, the “Bots”, and individually, a “Bot”). A link to this Policy is provided in the interface of the relevant Bot.
By using any of the Bots, the user confirms that they are at least 18 years old, have read this Policy, accept its terms, and consent to the processing of their personal data to the extent and for the purposes specified below. Acceptance of this Policy includes pressing a button to continue using a Bot, sending a command, message, file, or otherwise actually starting to use a Bot.
If the user does not agree with this Policy, they must stop using the Bots.
All Bots operate within the Telegram platform and therefore, in all cases, depend on Telegram infrastructure, Telegram rules, and technical data processing by Telegram. Accordingly, the provisions concerning Telegram, third-party infrastructure, and cross-border data transfers apply to all Bots.
At the same time, the Bots may differ in their additional functionality:
The general provisions of this Policy apply to all Bots. The provisions concerning neural-network processing and data transfers to AI/API services apply only to those Bots and functions where such processing is actually used and where the user is notified of this in the Bot interface before starting to use the Bot or before using the relevant function.
The Bots process the minimum amount of data necessary for their operation:
The Bots do not require the user to provide passport details, address, health information, political views, payment data, special categories of personal data, or other sensitive information. The user must not submit such data to the Bots unless it is expressly required for a specific function and separately indicated.
All information, files, and messages sent by the user to a Bot are considered to have been provided voluntarily and at the user’s own initiative. The user is solely responsible for the content of the materials they transmit.
The developer does not collect the user’s personal Telegram chat history outside of the user’s interaction with a Bot.
The content of messages, commands, files, and other materials sent to a Bot is processed only to the extent necessary to perform the function requested by the user: answering a question, processing a command, storing a technical identifier, providing a file, generating a result, or performing another declared operation.
The Bots do not permanently store the full chat history unless expressly stated in the description of a specific Bot or function. Technical logs may be temporarily stored for error diagnostics, protection against abuse, restoration of service functionality, and improvement of service stability. Such data is used only for the stated purposes and is deleted or anonymized once there is no longer a need to store it.
For file-related Bots, where expressly stated in the Bot interface or description, the Bot itself may not store files on its own servers and may process only Telegram technical identifiers required to access files within Telegram infrastructure. The user understands that Telegram, as a separate platform, processes data under its own rules.
User data is used exclusively for the following purposes:
The developer does not use the content of conversations for sale to third parties, advertising profiling of users, or any other purposes unrelated to the operation of the Bots.
This section applies only to Bots that use neural-network features.
If a Bot uses artificial intelligence, user requests may be transferred to external neural-network services, including OpenAI, Gemini, and other similar platforms, for the purpose of generating a response, analyzing or processing text, images, files, or performing another function.
The user understands and agrees that:
For critical matters, the user must independently verify information using reliable sources and consult qualified professionals.
The Bots operate on the Telegram platform and may use third-party services necessary to provide the declared functions.
Such services may include:
Data is transferred to third-party services only to the extent necessary for the operation of the relevant Bot function. Such services may process data in accordance with their own terms of use and privacy policies. The developer does not control the internal data-processing procedures of such services and is not responsible for their actions, failures, limitations, blocks, changes to their terms, unavailability, or violations of their own rules.
The user undertakes to comply with the rules of Telegram and any other third-party services applicable to the operation of a specific Bot. Violation of such rules may result in denial of service, blocking of access to a Bot, or restrictions imposed by the relevant service.
This section applies to all Bots, since all Bots operate within the Telegram platform, and Telegram, its infrastructure, data centers, technical systems, as well as certain hosting providers, external APIs, and other providers may be located outside the Russian Federation.
By using any of the Bots, the user consents to the cross-border transfer of their personal data to the extent necessary for the operation of the Bot, including Telegram ID, username, command and message text, attachments, technical identifiers, and other information that the user voluntarily submits to the Bot or that is automatically transmitted by Telegram.
Cross-border transfer may be carried out, in particular:
For Bots without neural-network features, cross-border transfer may be related to the operation of Telegram, hosting, and other technical infrastructure, but user requests are not transferred to neural-network services if such functionality is not present in the Bot.
For Bots with neural-network features or external APIs, the user additionally consents to the transfer of request text, attachments, and technical information to the relevant AI/API services, including OpenAI, Gemini, Comet API, and similar services, where they are used to perform the requested function.
The user understands that data may be processed in jurisdictions where the level of personal data protection may differ from the level of protection provided by the laws of the Russian Federation or the states of the EEA. If the user does not agree to such transfer, they must refrain from using the Bots.
The developer takes reasonable organizational and technical measures to protect data, but cannot guarantee the absolute security of communication channels, Telegram infrastructure, external APIs, neural-network platforms, hosting providers, or other third parties.
The Bots are provided only for personal, non-commercial use by persons over 18 years of age.
The user is prohibited from:
In the event of a violation of this Policy, the developer has the right to restrict or terminate the user’s access to the Bots without prior notice.
The Bots are provided on an “as is” (AS IS) basis.
The developer does not guarantee:
The Bots may be temporarily unavailable, operate with errors, be modified, restricted, or discontinued in whole or in part without prior notice.
Use of the Bots is voluntary and at the user’s own risk.
The developer is not liable for:
If applicable law does not permit full exclusion of liability, the developer’s liability shall be limited to the minimum amount permitted by applicable law, and where monetary limitation is possible, to the amount of 1 (one) Russian ruble.
Relations between the user and the developer related to the use of the Bots and this Policy shall be governed by the laws of the Russian Federation.
Before filing a claim in court, the user must comply with the pre-trial claim procedure. The claim must be sent to the developer by email at thismailnotbad@gmail.com. The response period for a claim is 30 calendar days from the date of its receipt.
If the dispute is not resolved through the pre-trial procedure, it shall be considered by a court in accordance with the applicable procedural legislation of the Russian Federation.
The developer has the right to amend this Policy at any time. The current version is made available in the Bot interface, through a Bot command, on the developer’s official resource, or by another accessible method.
Continued use of the Bots after changes to the Policy constitutes the user’s agreement to the new version. The user is advised to periodically check the current version of the Policy.
If any provision of this Policy is found to be invalid, unlawful, or unenforceable, this shall not affect the validity of the remaining provisions.
The developer’s failure to enforce any provision of the Policy does not constitute a waiver of the right to enforce it later.
